Introduction Sea Survival and Firefighting (SS&FF) training facilities are designed to simulate various adverse conditions and scenarios in offshore or other maritime environment. Conditions such as wind, rain, thunderstorm, lightning and waves can be well simulated in a sea survival pool to train maritime professionals on Survival techniques in preparedness for real-life situations. Also, response to scenarios such as helicopter emergencies, man-overboard, explosions, firefighting in enclosed spaces, and casualty rescue are taught.

An SS & FF facility is a key factor in enhancing Nigeria’s strategic regional maritime significance. Such a facility is the last stage of development at Nigeria’s Port Training Institute (PTI), commissioned by the Nigerian Port Authority (NPA) at its Apapa Port Complex in Lagos. The PTI is a three-phase development comprising a Full Mission Bridge Simulator (FMBS), a Navigation Training Facility and Computer-Based Training Building (ECDIS) and the Sea Survival and Firefighting (SS & FF) Training centre. The first two phases have been completed, and the FMBS is operational, whilst the FF & SS training centre awaits construction.
NPA Sea Survival and Firefighting Training Facility features
The Sea Survival and Firefighting (SSandFF) training facility is sited on approximately 3,900 square feet of land within the port dockyard complex, making it strategically located for the anticipated training. The design for the SS&FF training facility is according to the regulatory requirements of Nigeria Maritime Administration and Safety Agency (NIMASA)for the conduct of training in line withStandards of Training, Certification, and Watchkeeping (STCW)standards.
The architectural and structural designs undertaken by CARES Group include a pool, changing rooms for both male and female use, as well as maintenance workshops. The area is landscaped and lit for all uses.
The 120 x 60 x 6m deep swimming pool was designed with an elevated diving platform 5m high, at the deep end of the pool. Water treatment and storage facilities were included to provide portable water as well as water for swimming pool replenishment. The fire bay includes a fire tray and container stacks for the smoke and fire drills.

Economic Significance and Local Content Drive
The maritime industry demands that professionals remain current with essential training and certifications. Globally, many countries have invested in building their training capacities, yielding significant economic benefits. However, a large number of Nigerian maritime professionals still pursue certifications abroad, resulting in substantial capital flight. This trend undermines the local economy and runs counter to the federal government’s commitment to local content development and economic diversification.
In summary, the Sea Survival and Firefighting (SS & FF) Training Centre at the Port Training Institute (PTI) represents a critical step in strengthening maritime safety in Nigeria. Strategically located within Lagos, it offers convenient access for maritime professionals while addressing a significant industry training need. Beyond safety, the facility contributes to economic development, local capacity building, and the creation of job opportunities reinforcing Nigeria’s role as a key maritime hub in the region.
