
Conduct a 3-day Training & Practice Navigation Simulation Study (NSSTP) for a new interim design of Meridian Point at the Port of Lagos
CARES-Group Maritime was commissioned by Lagos Channel Management Ltd to enable three NPA pilots the opportunity to be trained, practice, and demonstrate ship-handling maneuvers under differing environmental and operational conditions in a CARES-Group-controlled training environment.
Key Objectives
• To focus on access to and from Badagry Channel via Meridian Point at three key areas of interest, namely:
o The turn off Meridian Point.
o The access to and from Badagry Channel off APMT 15 berth.
o Safe water North & South for the transit of Badagry Channel with a southern channel limit (3a(S)) and for vessels berthed at APMT (3a(N)).
• To expose and as required offer ship-handling and tug effect advice to the NPA pilots for the safe passage of the vessel. To practice appropriate ship-handling Techniques & Procedures (Ts & Ps) and use previously established NPA Standard Operating Procedures (SOPs).
• To create baseline statements and establish the maritime safety risk levels that access will incur for the design vessel and the port.
Services Provided Included:
Create: A 3-day Navigation Simulation bespoke training package to include: the training setting and plan with a full debriefing capability for each Run Scenario to highlight lessons identified and a Kick Off the Briefing (KOB) on Day 1 for the attending pilots and observers.
• Generate: An accurate ‘Sailing Area’ for the new interim truncated Meridian Point design for seamless insertion to the NTPro 5000 Simulator System’s Electronic Navigation Chart (ENC).
• Provide: Updated ENC bathymetric, aids to navigation, and graphics input to support the project aim. Provide appropriate simulator system models to reflect real-life maximum vessel dimensions (c280m length overall (LOA) and c40m beam), power capabilities and capacities, etc, and local tug characteristics.
• Create: A system methodology to analyze maritime safety risk levels.
• Provide: A Final Training Report of ship-handling observations, findings, and recommendations.
