Attend a Navigation Simulation Study (NSS) as an independent observer for the newly constructed Lekki Deepsea port, Nigeria

BMT UK Ltd and the Nigerian Ports Authority (NPA) conducted an NSS at the BMT simulator, Fareham, UK from 28 Nov to 2 Dec 22. CARES was commissioned by the Marine & Operations Department (NPA) to attend to observe the NSS execution in an independent advice and reporting role.

CARES Maritime Division was commissioned to:

• Act in a navigation advisory role for the NPA.

• Provide navigation and ship-handling advice as required.

• Comment on the potential vessel maneuver maritime safety risks.

• Submit a list of navigational observations and recommendations (where appropriate) to the NPA as a report.

Services Provided Included:

Provide: A summarised and comprehensive final observer report based on the following key maritime element structure and considerations:

• The channel design including the Approach and Entrance Channels and harbour turning area.

• Environmental conditions.

• Maritime safety risk level considerations.

• Vessel operational considerations for differing vessel dimensions.

• Navigational Pinch-Points ie areas of vessel maritime safety risk concern.

• Practical ship-handling maneuvers and the use of pilotage techniques and procedures.

• Tug operations and capabilities.

• Aids to Navigation designs.

• Suggested port management ‘enabling activities’ (eg Port Limits, rules and regulations and required management capabilities).
