Conduct a 6-day Proving Navigation Simulation Study (NSSP) for vessel access to a new concept Liquid Berth complex at Lekki Deepsea Port (LDP), Nigeria

Lekki Port LFTZ Enterprise Ltd (LPLEL) is developing the capacity of a brand-new Lekki Deepsea Port to increase vessel dimension access by developing 3 new Liquid jetties and berths. Prior to the construction of the berths, they require a detailed appreciation of the quay concept design to scope feasibility for vessel access.

CARES Maritime Division was commissioned to:

• Prove whether 3 design vessels’ (DV) can access to and from LDP by establishing the maritime safety risk levels that access will incur.

• Establish whether the development of 3 Liquid berths will reduce the capacity of the port for larger Container traffic.

• Established whether access to the Liquid berths is achievable and at what maritime safety risk to the DV and the port.

• Develop the types of port management enabling activities that are likely to be needed for the Liquid berth development to go ahead.

Project Aim: To conduct a proving Navigation Simulation Study (NSSP) to investigate the design vessel access to and from the 2022 GMT Quay Complex Phase 1 & 3 berths.

CARES services included:

Provide: A Full Mission Bridge Simulator capability.

Generate: Accurate ‘Sailing Areas’ for the Liquid Berths design for seamless insertion to the NTPro 5000 Simulator System’s Electronic Navigation Chart (ENC).

Provide: Appropriate simulator system models to reflect real-life design vessel and local tug characteristics such as dimensions, power capabilities, etc.

Create: A system methodology to test and analyze maritime safety risk levels.

Provide: A Scheme of Works and A Kick Off Briefing (KOB) on Day 1 for the observers and representatives attending the NSSP.

Provide: A comprehensive Final Report of observations, findings, and where appropriate recommendations relating to:

• the port’s capacity for container ship operations

• access to and from the new jetty concept design
