Qualitative Risk Assessment (QRA) for Liquid Berth Operations at Lekki Deep Sea Port

The Lekki Deep Sea Port (LDP) located in the southern part of the Lagos Free Trade Zone (LFZ), is 60 km from Lagos Island and is approximately 5 kilometers (km) away from the Lekki Free Trade Zone (LFTZ) and 2 km from the Dangote Free Trade Zone.

It is planned that the Lekki Deep Sea Port will be equipped with three liquid (LBBs) bulk berths, one dry bulk berth, and three container berths.

The liquid bulk terminal will be equipped to handle cargo in liquid and gaseous forms including oil products, Liquefied Natural Gas (LNG), and Petroleum and Natural Gas (PNG), which can be managed within storage in tank farms located at the Lagos Free Trade Zone, close to the port site.

As part of plans to determine the operational safety of the LBBs, Lekki Port LFTZ Enterprise Limited (LPLEL) commissioned CARES Group to conduct a Quantitative Risk Assessment, incorporating a Hazard and Operability Study (HAZOP), a Hazard Identification (HAZID) analysis, a Structured What-If Technique (SWIFT), a Controlled Zones and Dimensioning (CZD) Study, and an International Maritime Dangerous Goods (IMDG) Handling Hazardous Cargo Compatibility Study to assess the risks of having any of the IMDG classes of cargo in the container terminal close to the handling of the different cargo identified for the Liquid Berth.
