The Government of Liberia, established the principle that the rehabilitation of the Monrovia Port is crucial to the development of the economy of Liberia and that the best way to do this is through privatisation of the ports.
The government’s principle for the rehabilitation of the ports was signed through a Memorandum of Understanding (MoU) between the National Port Authority, the World Bank and the UN Mission, Liberia.
CARES was formally invited to explore and propose a privatisation package for the Port of Monrovia and assess if it was feasible, for the out-ports of Harper and Greenville; and the uncommitted berths in Buchanan.
The aim of the project was to identify the feasibility of a Port Management Consortium to negotiate a long-term concession for the rehabilitation and management of Liberia’s Ports.
A multidisciplinary team carried out an exploratory visit. The CARES team consisted of port specialists, marine civil engineers and cargo handling experts.
