Floating Liquefied Natural Gas

Traditionally, LNG facilities are built on land, but by moving production and processing offshore, new energy resources that are too uneconomic or challenging to develop from land can be utilised.

As a result of this a private developer intends to locate a Floating LNG (FLNG) arrangement in the Bonny area.

The development is planned to be undertaken in two phases. Phase One is intended to have a capacity of 0.5 Million Tonnes Per Annum (MTPA); whilst in Phase Two this will be expanded to a capacity of 2.0 MTPA.

To support these intentions CARES Group was appointed to carry out a review of the permitting and licensing requirements for establishing and operating a FLNG arrangement in Nigeria.

CARES Group completed a study that included a review of the proposed siting of a FLNG arrangement at seven different locations and three alternative sites were identified for further investigation by bathymetric survey.

CARES Group also consulted with key stakeholders including the Department of Petroleum Resources (DPR); Nigerian Inland Waterways Authority (NIWA); Nigerian Maritime Administration and Safety Agency (NIMASA); the Nigerian Ports Authority (NPA); and, The Federal Ministry of Environment.
